HSN 5509 41 10 (Polypropylene spun yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) requirement under General Note 10 of the ITC (HS) policy. The PSIC, issued by an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI, must certify the absence of prohibited hazardous azo dyes.

The most frequent error on this tariff line is assuming that the azo-dye exemption for the listed nine countries dispenses with the PSIC altogether. The exemption applies solely to the azo-dye testing component; a PSIC from an accredited laboratory certifying compliance with other hazardous-dye parameters remains mandatory regardless of origin. Consignments arriving without a compliant PSIC are liable to detention at the port of import pending documentary compliance.
