Single yarn of synthetic staple fibres, not retail packed
HSN 5509 31 00 (Single yarn of synthetic staple fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10. The PSIC must be issued by an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory must accompany the consignment.

The most common error on this tariff line is assuming that origin in an exempt country eliminates the PSIC requirement entirely. The azo-dye exemption is narrowly scoped — it waives only the azo-dye testing component for the nine listed countries; a PSIC covering other prohibited hazardous dyes and composition parameters remains mandatory regardless of origin. Presenting a consignment without any PSIC on the ground of origin exemption will trigger detention and demurrage at the port of import.
