The most common error on this tariff line is assuming that origin in an exempt country eliminates the PSIC requirement entirely. The azo-dye exemption is narrowly scoped — it waives only the azo-dye testing component for the nine listed countries; a PSIC covering other prohibited hazardous dyes and composition parameters remains mandatory regardless of origin. Presenting a consignment without any PSIC on the ground of origin exemption will trigger detention and demurrage at the port of import.
