Single yarn of polyester or other synthetic staple fibres
HSN 5509 21 00 (Single yarn of synthetic staple fibres) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports from origins outside a defined list of exempt countries must be accompanied by a valid test report from an accredited laboratory of the exporting country, the Textile Committee, or CSRTI.

The most frequent error on this tariff line is assuming that the azo-dye testing exemption for nine named countries extends to all documentation requirements — it does not. The PSIC is waived only for the azo-dye parameter for those origins; the underlying ITC (HS) import-policy compliance declaration and any other General Note 10 documentary conditions remain fully operative regardless of the country of origin.
