The most common error on this tariff line is assuming the azo-dye testing exemption applies by default to any well-known exporting country. The exemption is exhaustive — only the nine named jurisdictions qualify — and a PSIC from a non-accredited domestic laboratory does not satisfy General Note 10. A consignment arriving without a qualifying PSIC or TC/CSRTI test report is detained pending compliance, and demurrage accrues from the date of arrival.
