The most common error on this tariff line is assuming the azo-dye testing exemption extends beyond the nine listed countries — it does not. A consignment from any unlisted origin that arrives without a PSIC is liable to detention at the port of import pending a test report; demurrage and ground rent accrue from the date of vessel arrival, and retrospective PSIC procurement from an Indian laboratory is not accepted as a substitute for the pre-shipment requirement.
