Viscose tops, processed artificial staple fibres for spinning
HSN 5507 00 20 (Viscose tops) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Importers from non-exempt origins must obtain a PSIC from an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming the azo-dye testing exemption extends beyond the nine listed countries — it does not. A consignment from any unlisted origin that arrives without a PSIC is liable to detention at the port of import pending a test report; demurrage and ground rent accrue from the date of vessel arrival, and retrospective PSIC procurement from an Indian laboratory is not accepted as a substitute for the pre-shipment requirement.
