The most common error on this tariff line is assuming that a standard mill test certificate covering physical and mechanical properties satisfies the azo-dye testing requirement. General Note 10 mandates a PSIC or TC/CSRTI test report specifically for hazardous-dye absence; a generic certificate of analysis does not substitute. Consignments arriving without the correct PSIC — including those from non-exempt origins where the supplier has merely declared compliance — are liable to detention and demurrage pending re-testing or re-export.
