HSN 5506 90 90 (Other synthetic staple fibres, carded, combed or otherwise processed for spinning) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) policy, subject to country-of-origin exemptions.

The most common error on this tariff line is assuming that a standard mill test certificate covering physical and mechanical properties satisfies the azo-dye testing requirement. General Note 10 mandates a PSIC or TC/CSRTI test report specifically for hazardous-dye absence; a generic certificate of analysis does not substitute. Consignments arriving without the correct PSIC — including those from non-exempt origins where the supplier has merely declared compliance — are liable to detention and demurrage pending re-testing or re-export.
