The most common error on this tariff line is assuming that the nine-country azo-dye exemption removes the PSIC requirement entirely — it does not. The exemption waives only the azo-dye component of testing; the PSIC itself, covering absence of other prohibited hazardous dyes, remains mandatory regardless of origin. A consignment presented without a valid PSIC is liable to detention and ground rent accumulation at the port of import pending re-examination or re-export.
