Compliance steps
  1. 1
Before dispatch, obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes. This requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.

  2. 2
Upload the PSIC or valid test report in e-Sanchit at the bill of entry stage. Failure to upload the mandatory dye-testing document before filing will result in the bill of entry being held pending PGA verification and may attract out-of-charge denial.

A word of counsel

The most common error on this tariff line is assuming that the azo-dye testing exemption for listed countries extends to all documentation requirements. The PSIC exemption covers only the azo-dye test; any other prohibited hazardous dye testing mandated under General Note 10 remains applicable regardless of origin. Importers sourcing from non-exempt countries who arrive at the port without a valid PSIC face consignment detention and demurrage while remedial testing is arranged.

Does HSN 5504 90 90 require BIS certification?
No, artificial staple fibres under this tariff line are not covered by any BIS Quality Control Order. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, principally the hazardous-dye testing requirement under General Note 10.
Which countries are exempt from the azo-dye PSIC requirement for this HSN?
