HSN 5504 90 90 (artificial staple fibres, not carded, combed or otherwise processed for spinning) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming that the azo-dye testing exemption for listed countries extends to all documentation requirements. The PSIC exemption covers only the azo-dye test; any other prohibited hazardous dye testing mandated under General Note 10 remains applicable regardless of origin. Importers sourcing from non-exempt countries who arrive at the port without a valid PSIC face consignment detention and demurrage while remedial testing is arranged.
