DGFT CLEARANCE

HSN 5504 90 20 (Polynosic staple fibre) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory is accepted in lieu.

Compliance steps
  1. 1
Before shipment, obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes. This requirement applies to all origins except the exempted countries.

  2. 2
If the origin country is the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, the azo-dye testing exemption applies; however, the PSIC covering composition and other parameters under General Note 10 remains required. Confirm the applicable exemption status before finalising the supplier certificate.

A word of counsel

The most common error on this tariff line is assuming that the azo-dye country exemption eliminates the PSIC requirement entirely. The exemption applies only to the azo-dye testing parameter; compliance with General Note 10 for other prohibited hazardous dyes and composition verification remains mandatory for all origins, including the nine exempt countries. Consignments arriving without a valid PSIC or accepted test report are liable to detention at port pending document production.
