The most common error on this tariff line is assuming the azo-dye exemption applies broadly to any developed-country origin. The exemption is explicitly limited to nine named countries — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom — and any other origin, including other OECD members, requires a valid PSIC. A consignment arriving without the certificate from a non-exempt origin will be detained pending PGA clearance, accruing demurrage.
