HSN 5504 10 90 (viscose rayon artificial staple fibres, other) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports from countries outside the designated exempt list must present a PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming the azo-dye testing exemption applies on the basis of brand origin or invoice origin rather than the actual country of export. If the consignment is shipped from a non-exempt transhipment hub — even when the manufacturer is domiciled in an exempt country — the exemption does not apply and a PSIC or TC/CSRTI test report is mandatory; absence of that document at the bill of entry will result in detention and ground rent accrual until the document is produced.
