HSN 5504 10 19 (viscose rayon artificial staple fibres, other) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) confirming absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Import Policy. The most common error on this tariff line is assuming the azo-dye exemption applies broadly because the supplier is a reputable exporter, without verifying that the country of manufacture is on the named exempt list. The exemption is country-specific and non-transferable: goods manufactured in a non-exempt country but routed through an exempt transit country do not qualify, and a missing or non-compliant PSIC will result in consignment detention at the port of import pending documentary rectification.
