A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption applies broadly because the supplier is a reputable exporter, without verifying that the country of manufacture is on the named exempt list. The exemption is country-specific and non-transferable: goods manufactured in a non-exempt country but routed through an exempt transit country do not qualify, and a missing or non-compliant PSIC will result in consignment detention at the port of import pending documentary rectification.

Frequently asked
Does HSN 5504 10 19 require BIS certification?
No, viscose rayon artificial staple fibres fall outside the BIS Quality Control Order regime; no BIS QCO covers this product family. Import is governed by the ITC (HS) Import Policy administered by the Directorate General of Foreign Trade, principally the azo-dye testing requirement under General Note 10.
Which countries are exempt from azo-dye testing for this tariff line?
EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only, per General Note 10 of the ITC (HS) Import Policy and DGFT Public Notice 14/2023 dated 14-06-2023. All other origins require a PSIC or valid TC/CSRTI test report.
Can a test report from a domestic Indian laboratory substitute for the PSIC from an accredited lab of the exporting country?
The CCR specifies a PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI; a report from an unspecified domestic laboratory does not satisfy General Note 10 and the consignment remains liable to detention.
