The most common error on this tariff line is assuming the azo-dye testing exemption for listed countries extends to all PSIC requirements — it does not. The exemption covers azo-dye testing specifically; composition and other mandatory parameters under the PSIC regime remain required regardless of origin. A consignment arriving without the requisite PSIC or test report is liable to detention at the port of entry pending compliance.
