DGFT CLEARANCE

HSN 5503 90 30 (Ultra high molecular weight polyethylene staple fibre conforming to ASTM F2848) is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Import Policy.

Compliance steps
  1. 1
Before shipment, obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes. This is mandatory for all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.

  2. 2
At the bill of entry, verify that the goods conform to ASTM F2848 as declared in the tariff description. Customs may verify that the imported fibre meets the ASTM specification, and a mismatch in product description can result in reclassification and consignment detention.

A word of counsel

The azo-dye testing exemption is origin-specific and does not extend to all countries: imports from any origin outside the nine listed countries require a PSIC regardless of the fibre's technical grade or end-use application. A shipper's certificate of analysis covering ASTM F2848 conformity does not substitute for the PSIC under General Note 10, and presenting only the ASTM test report at the bill of entry will result in consignment detention pending production of the accredited-laboratory PSIC.

Frequently asked
Does HSN 5503 90 30 require BIS certification?
No. No BIS Quality Control Order covers ultra high molecular weight polyethylene staple fibre. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, principally the azo-dye Pre-Shipment Inspection Certificate requirement under General Note 10.
Which countries are exempt from azo-dye testing for this tariff line?
Only the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing under DGFT Public Notice 14/2023 dated 14-06-2023; all other origins must furnish a PSIC from an accredited laboratory.
Does the ASTM F2848 certificate of conformity satisfy the PSIC requirement under General Note 10?
No. The ASTM F2848 conformity declaration addresses the fibre's mechanical and physical specification, not the prohibition on hazardous dyes; a separate PSIC or valid TC/CSRTI test report covering azo-dye absence is required independently under General Note 10 of the ITC (HS) Import Policy.
