HSN 5503 90 30 (Ultra high molecular weight polyethylene staple fibre conforming to ASTM F2848) is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Import Policy.

The azo-dye testing exemption is origin-specific and does not extend to all countries: imports from any origin outside the nine listed countries require a PSIC regardless of the fibre's technical grade or end-use application. A shipper's certificate of analysis covering ASTM F2848 conformity does not substitute for the PSIC under General Note 10, and presenting only the ASTM test report at the bill of entry will result in consignment detention pending production of the accredited-laboratory PSIC.
