HSN 5503 90 20 (Polyvinyl chloride staple fibre) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the azo-dye exemption for listed countries applies to all textile imports without maintaining proof of origin. Customs verification that discloses an origin outside the exempted-country list — without a corresponding PSIC — results in consignment detention pending production of the certificate, attracting demurrage and ground rent at the port of import. The exemption covers azo-dye testing only; all other PSIC parameters remain required even for exempted origins.
