HSN 5503 90 10 (Polyvinyl staple fibre) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) requirement for textile and textile articles under General Note 10. The PSIC must confirm absence of prohibited hazardous azo dyes, with a country-specific exemption applying to imports from nine listed origins.

The most common error on this tariff line is assuming that the azo-dye country exemption dispenses with the PSIC requirement entirely. The exemption is confined to the azo-dye testing parameter alone; a PSIC from an accredited laboratory or a valid TC/CSRTI test report is still required for all origins, and a consignment arriving without it will be detained at the port of import pending documentary compliance.
