Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes. This requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.

A word of counsel

The most common error on this tariff line is assuming the azo-dye PSIC exemption extends to any country with robust chemical-safety standards. The exemption is a closed list — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only — and importers sourcing from other textile-exporting countries, including major origins such as China, Bangladesh, or Vietnam, must obtain a PSIC from an accredited laboratory before shipment. Absence of the PSIC at the bill-of-entry stage will result in consignment detention, with demurrage accumulating until the document is produced or the consignment is re-exported.

Frequently asked
Does HSN 5503 30 90 require BIS certification?
No, synthetic staple fibres under this tariff line are not within the BIS Quality Control Order regime. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, with the principal operative requirement being the Pre-Shipment Inspection Certificate for azo-dye absence under General Note 10.
Is the PSIC requirement waived for imports from the European Union?
Yes. Azo-dye testing, and therefore the PSIC for that parameter, is exempted for imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom per DGFT Public Notice 14/2023 dated 14-06-2023; all other origins must furnish the PSIC.
Can a test report from an Indian laboratory substitute for the PSIC from the exporting country?
Yes, a valid test report from a Textile Committee or CSRTI laboratory is an accepted alternative to the PSIC from an accredited laboratory of the exporting country under General Note 10 of the ITC (HS) policy.
