Acrylic or modacrylic synthetic staple fibres, unprocessed
HSN 5503 30 90 (acrylic or modacrylic synthetic staple fibres, unprocessed residual category) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) policy for imports from most origins.

The most common error on this tariff line is assuming the azo-dye PSIC exemption extends to any country with robust chemical-safety standards. The exemption is a closed list — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only — and importers sourcing from other textile-exporting countries, including major origins such as China, Bangladesh, or Vietnam, must obtain a PSIC from an accredited laboratory before shipment. Absence of the PSIC at the bill-of-entry stage will result in consignment detention, with demurrage accumulating until the document is produced or the consignment is re-exported.
