HSN 5503 19 20 (Nylon Anti Static Staple Fibre) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) requirement under General Note 10 of the ITC (HS) policy. The PSIC, from an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory, must certify the absence of prohibited hazardous azo dyes.

- Test report from Textile Committee
- ITC (HS) policy compliance from DGFT

- 2Upload the PSIC or qualifying test report in e-Sanchit before filing the bill of entry. Consignments arriving without the document uploaded are liable to detention pending PGA verification at the port of import.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that the azo-dye testing exemption for nine named countries eliminates all PSIC obligations. The exemption covers azo-dye testing only; other parameters covered by General Note 10 of the ITC (HS) policy remain applicable regardless of origin. Importers sourcing from exempt countries who omit the PSIC entirely risk consignment detention at the bill-of-entry stage while documentation is reconstructed.
