Nylon staple fibres, unprocessed synthetic staple fibres
HSN 5503 19 10 (Nylon Staple Fibre) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), under which all textile and textile articles require a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes. The PSIC must originate from an accredited laboratory of the exporting country or carry a valid test report from the Textile Committee or CSRTI, per General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming the country-of-origin azo-dye exemption eliminates the PSIC obligation entirely. The exemption covers only azo-dye testing; all other hazardous-dye parameters under General Note 10 remain mandatory regardless of origin. Consignments from non-exempt countries arriving without a PSIC from an accredited laboratory face detention at the port of import and potential refusal of out-of-charge.
