Artificial filament tow, other man-made varieties
HSN 5502 90 90 (Other artificial filament tow) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country or supported by a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming the azo-dye exemption list is broader than it is: only the nine named countries qualify, and a PSIC missing for any other origin will result in consignment detention at the port of import. Even for exempt-origin shipments, other General Note 10 compliance parameters may apply; the exemption is limited to azo-dye testing specifically, not to the PSIC requirement as a whole.
