Artificial filament tow of cellulose acetate, other
HSN 5502 10 90 (artificial filament tow of cellulose acetate, residual category) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) certifying absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.

The azo-dye testing exemption is origin-specific and narrow: imports from any country not expressly listed — including major textile-exporting nations such as China, Bangladesh, Vietnam and Indonesia — require a compliant PSIC regardless of the supplier's internal quality assurances. Relying on a generic mill test certificate not issued by an accredited laboratory of the exporting country does not satisfy General Note 10, and customs will withhold out-of-charge until a conforming document is produced.
