HSN 5502 10 10 (Viscose rayon tow) is subject to ITC (HS) import policy controls administered by the Directorate General of Foreign Trade (DGFT) under General Note 10 of the ITC (HS) Schedule. A Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes is mandatory for imports from most origins.

The single most common error on this tariff line is assuming the azo-dye testing exemption extends to all origins because the product is an intermediate industrial fibre rather than a finished textile. The exemption is strictly confined to the nine listed countries; a consignment from any non-listed origin arriving without a valid PSIC or TC/CSRTI test report will be detained at the port pending documentary compliance, attracting demurrage and ground rent.
