The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly because the exporting country is a trusted trading partner. The exemption is country-specific and exhaustively listed; imports routed through a non-listed transhipment hub do not acquire exemption status, and a PSIC absent at the bill of entry will result in consignment detention pending remediation.
