Printed woven fabrics of artificial filament yarn
HSN 5408 34 90 (printed woven fabrics of artificial filament yarn) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) policy. Imports from origins outside a defined list of exempt countries must obtain a PSIC from an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly to all developed-country origins. The exemption is confined to exactly nine named countries — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — and imports from any other country, including otherwise low-risk origins, require a PSIC. Absence of the certificate at the bill-of-entry stage results in consignment detention pending documentary compliance.
