Compliance steps
  1. 1
Before shipment, obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. This requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.

  2. 2
Upload the PSIC or test report in e-Sanchit at the bill of entry stage and ensure the document is current and issued by a laboratory accredited in the exporting country. Consignments from exempt origins should retain documentary proof of origin to substantiate the azo-dye testing exemption at customs examination.

A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly to all developed-country origins. The exemption is confined to exactly nine named countries — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — and imports from any other country, including otherwise low-risk origins, require a PSIC. Absence of the certificate at the bill-of-entry stage results in consignment detention pending documentary compliance.
