Printed woven fabrics of artificial filament yarn
HSN 5408 34 19 (printed woven fabrics of artificial filament yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes is mandated under General Note 10 of the ITC (HS) policy for all origins except nine specified countries.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Azo-dye exemption declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. This requirement applies to all origins other than EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Upload the PSIC or valid test report in e-Sanchit before filing the bill of entry. Consignments arriving without the azo-dye clearance document are liable to detention and ground rent at the port of import pending verification.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The exemption from azo-dye testing is origin-specific and narrow: it covers EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only. Importers sourcing from any other country — including commonly used textile origins in Asia — must present a valid PSIC or TC/CSRTI test report at the bill of entry stage; absent documentation triggers consignment detention, and the exemption cannot be claimed retrospectively after arrival.
