The most common error on this tariff line is assuming the azo-dye testing exemption extends to all origins or to mixed-origin supply chains. The exemption is country-specific and narrow; rayon shirtings sourced from a non-listed country and transshipped through an exempt country do not inherit the exemption. A missing or non-conforming PSIC at the bill of entry will result in consignment detention pending re-inspection, with demurrage and ground rent accruing at the designated customs station.
