The most common error on this tariff line is assuming that a Certificate of Origin from an exempt country automatically satisfies the PSIC requirement. The azo-dye testing exemption is country-specific and covers only the nine listed origins; all other compositional and hazardous-dye parameters under General Note 10 remain testable irrespective of origin, and a PSIC covering only azo dyes — while omitting other prohibited dyes — will not satisfy the full documentation requirement.
