HSN 5408 34 15 (Rayon taffeta) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) for all textile imports to certify the absence of prohibited hazardous azo dyes. The most common error on this tariff line is assuming the azo-dye testing exemption extends to all origins because rayon taffeta is predominantly sourced from a handful of major exporters. The exemption is confined to nine named countries; a consignment from any other origin arriving without a valid PSIC or accredited-lab test report is liable to detention at customs pending documentary rectification — a delay that accrues demurrage and ground rent with no retrospective remedy.
