HSN 5408 34 13 (Rayon brocades) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Testing for azo-dye absence is exempted for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only.

The most common error on this tariff line is assuming that the azo-dye testing exemption covers all developed-country origins. The exemption list is fixed — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — and any other origin, however well-regarded, must furnish a PSIC or TC/CSRTI test report. Consignments arriving without the required certificate are liable to detention at the port of import pending documentary compliance.
