HSN 5408 34 12 (Rayon jacquards) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) confirming absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Schedule I. The most common error on this tariff line is assuming the azo-dye exemption applies broadly and arriving at the port without a PSIC for a non-exempt origin. Consignments from origins outside the nine exempt countries that present no accredited PSIC or TC/CSRTI test report are detained pending re-inspection or re-export, with demurrage and ground rent accruing from the date of arrival. Confirm the country-of-origin exemption status before the purchase order is placed, not at the bill-of-entry stage.
