Upload the PSIC or test report in e-Sanchit at the bill of entry stage. A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption extends to all developed-country origins. The exemption is expressly confined to nine named countries — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom — and a consignment from any other origin arriving without a valid PSIC is liable to detention at the port of import until the certificate is furnished, accumulating demurrage and ground rent with no regulatory relief available post-arrival.

Frequently asked
Does HSN 5408 34 11 require BIS certification?
No, printed woven rayon crepe fabrics are not within the BIS Quality Control Order regime. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, principally through the General Note 10 hazardous-dye testing requirement under DGFT Public Notice 14/2023.
Which laboratories are authorised to issue the Pre-Shipment Inspection Certificate for azo-dye testing?
An accredited laboratory of the exporting country, or a Textile Committee or CSRTI laboratory in India, may issue a valid PSIC or test report per General Note 10 of the ITC (HS) Import Policy and DGFT Public Notice 14/2023 dated 14-06-2023.
What happens if a shipment from a non-exempt country arrives without the required PSIC?
The consignment is liable to detention at the port of import; customs out-of-charge cannot be granted until the PSIC certifying absence of prohibited hazardous dyes is uploaded in e-Sanchit, exposing the importer to demurrage and ground rent for the period of delay.
