The single most common error on this tariff line is assuming the azo-dye testing exemption extends to origins beyond the nine named countries, or that a general certificate of composition substitutes for the PSIC. A missing or non-conforming PSIC at the bill-of-entry stage results in consignment detention pending the correct document; no post-arrival testing at the port-of-entry replaces the pre-shipment certificate required under General Note 10.
