Dyed woven fabrics of artificial filament yarn
HSN 5408 32 19 (dyed woven fabrics of artificial filament yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The certificate must originate from an accredited laboratory of the exporting country or bear a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming the azo-dye exemption for listed countries constitutes a blanket waiver from the PSIC requirement. The exemption applies to azo-dye testing only; a PSIC from an accredited laboratory covering other prohibited hazardous dyes remains mandatory regardless of origin. Presenting a general mill test certificate in place of an accredited-laboratory PSIC is routinely rejected at the bill-of-entry stage, resulting in consignment detention.
