The azo-dye testing exemption is origin-specific and covers only nine named countries; importers sourcing rayon taffeta from any other country — including China, Bangladesh, Vietnam, or Turkey — must present a PSIC regardless of the supplier's assurances or any internal quality certificates. A test report from an unaccredited laboratory or one issued after shipment does not satisfy the General Note 10 requirement, and customs officers may detain the consignment until a compliant document is produced.
