HSN 5408 32 13 (Rayon taffeta) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must originate from an accredited laboratory of the exporting country or carry a valid test report from a Textile Committee or CSRTI laboratory.

The azo-dye testing exemption is origin-specific and covers only nine named countries; importers sourcing rayon taffeta from any other country — including China, Bangladesh, Vietnam, or Turkey — must present a PSIC regardless of the supplier's assurances or any internal quality certificates. A test report from an unaccredited laboratory or one issued after shipment does not satisfy the General Note 10 requirement, and customs officers may detain the consignment until a compliant document is produced.
