Dyed woven rayon brocades of artificial filament yarn

HSN 5408 32 11 (Rayon brocades) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports from origins outside a defined exempt-country list must be accompanied by a valid test report from an accredited laboratory of the exporting country or from the Textile Committee or CSRTI.

   Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), certifying the absence of prohibited hazardous azo dyes. This is mandatory at the bill of entry for all origins except the exempt list.

   Verify whether the country of origin qualifies for the azo-dye testing exemption: EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are the only exempt origins. Consignments from all other countries must present the PSIC or TC/CSRTI test report before customs out-of-charge.
