Rayon brocades
Dyed woven rayon brocades of artificial filament yarn
HSN 5408 32 11 (Rayon brocades) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports from origins outside a defined exempt-country list must be accompanied by a valid test report from an accredited laboratory of the exporting country or from the Textile Committee or CSRTI.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), certifying the absence of prohibited hazardous azo dyes. This is mandatory at the bill of entry for all origins except the exempt list.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify whether the country of origin qualifies for the azo-dye testing exemption: EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are the only exempt origins. Consignments from all other countries must present the PSIC or TC/CSRTI test report before customs out-of-charge.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most frequent error on this tariff line is assuming the azo-dye testing exemption applies broadly to all developed-country origins. The exempt list is specific and closed: only EU member states, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom qualify. Consignments from any other origin arriving without a valid PSIC or TC/CSRTI test report will be detained at the port of entry, with demurrage and ground rent accruing until the required documentation is produced.
