Unbleached
Unbleached woven fabrics of artificial filament yarn
HSN 5408 31 10 (Unbleached woven fabrics of artificial filament yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering azo-dye absence under General Note 10 of the ITC (HS) policy. The azo-dye testing obligation applies to all exporting countries except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.
- Pre-Shipment Inspection Certificate from exporter
- Azo-dye test report from accredited laboratory
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited azo dyes. This requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Upload the test report or Pre-Shipment Inspection Certificate in e-Sanchit at the bill of entry stage and ensure the country-of-origin declaration is accurate, as the azo-dye testing exemption is origin-specific and a mismatched declaration can trigger detention.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The single most common error on this tariff line is assuming the azo-dye testing exemption applies universally once any documentation is in hand. The exemption is strictly origin-specific: consignments from non-listed countries presented without a valid accredited-laboratory test report are detained at port pending re-inspection, and customs out-of-charge will not be granted until a compliant certificate is uploaded in e-Sanchit.
