Printed woven fabrics of artificial filament yarn
HSN 5408 24 90 (printed woven fabrics of artificial filament yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Consignments from origins outside the enumerated exempt countries must present a valid PSIC from an accredited laboratory of the exporting country or a test report from the Textile Committee or CSRTI.
- Pre-Shipment Inspection Certificate from exporter
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Procure a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), certifying the absence of prohibited hazardous azo dyes. This document must be available at the bill-of-entry stage.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify whether the country of origin qualifies for the azo-dye testing exemption. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; all other origins must submit the PSIC or valid test report without exception.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye exemption covers all compliance obligations for the listed exempt countries. The exemption is limited strictly to testing for the presence of azo dyes; PSIC requirements for other parameters — including other prohibited hazardous dyes — remain in force regardless of origin. A consignment from an exempt country that arrives without any inspection documentation is still liable to detention pending customs verification.
