Printed woven fabrics of artificial filament yarn
HSN 5408 24 19 (printed woven fabrics of artificial filament yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory certifying the absence of prohibited hazardous azo dyes. The most common error on this tariff line is assuming that the azo-dye-testing exemption extends to all parameters of the PSIC — it does not. The country-of-origin exemption applies only to azo-dye testing; a PSIC covering other prohibited hazardous dye categories remains mandatory regardless of origin. Presenting a test report that omits non-azo prohibited dyes, even from an exempt country, renders the consignment non-compliant and subject to detention pending a fresh accredited-laboratory certificate.
