HSN 5408 24 18 (Rayon sarees) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), under which all textile and textile article imports must be accompanied by a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes. This requirement is grounded in General Note 10 of the ITC (HS) Import Policy, as operationalised by DGFT Public Notice 14/2023 dated 14 June 2023.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Azo-dye exemption declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous dyes before the consignment is shipped to India.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the origin country is the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, testing for azo dyes specifically is exempted; document the origin eligibility clearly in the bill of entry. All other origins must submit the full azo-dye test report alongside the PSIC.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that the azo-dye testing exemption for listed countries waives the Pre-Shipment Inspection Certificate requirement entirely. The exemption is confined to the azo-dye component of testing only; the PSIC confirming the absence of other prohibited hazardous dyes remains mandatory for all origins, including exempted countries. Filing a bill of entry without a valid PSIC or TC/CSRTI test report exposes the consignment to detention and ground rent at the port of import.
