Rayon shirtings
Printed woven rayon shirtings of artificial filament yarn
HSN 5408 24 17 (Rayon shirtings) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country certifying absence of prohibited hazardous azo dyes. This obligation arises under General Note 10 of the ITC (HS) Import Policy and DGFT Public Notice 14/2023 dated 14 June 2023.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Azo-dye exemption declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous dyes before shipment. Upload this document in e-Sanchit at the bill of entry stage.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the origin country is EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or United Kingdom, the azo-dye testing requirement is waived; however, the PSIC for composition and all other parameters remains mandatory. Document the exemption basis on the bill of entry to pre-empt customs queries.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that the azo-dye testing exemption for privileged-origin countries eliminates the PSIC requirement entirely. The exemption applies only to azo-dye testing; a PSIC confirming absence of other prohibited hazardous dyes and covering compositional parameters is still required regardless of origin. Consignments arriving without any PSIC are detained at the port of import, attracting demurrage and ground rent pending production of a compliant test report.
