The most common error on this tariff line is assuming that the azo-dye testing exemption for privileged-origin countries eliminates the PSIC requirement entirely. The exemption applies only to azo-dye testing; a PSIC confirming absence of other prohibited hazardous dyes and covering compositional parameters is still required regardless of origin. Consignments arriving without any PSIC are detained at the port of import, attracting demurrage and ground rent pending production of a compliant test report.
