HSN 5408 24 16 (Rayon suitings) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) for all textile imports to certify the absence of prohibited hazardous azo dyes under General Note 10. Azo-dye testing is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.

The most common error on this tariff line is assuming that the azo-dye testing exemption extends to all country origins merely because the product category is familiar textile goods. The exemption is origin-specific: a consignment of rayon suitings from Bangladesh, China, or any origin not on the nine-country list must carry a PSIC with azo-dye results, and the absence of that document at the bill-of-entry stage results in consignment detention and demurrage while a remedial test report is procured.
