HSN 5408 24 15 (Rayon taffeta) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The certificate must originate from an accredited laboratory of the exporting country or carry a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing extends to goods transshipped through an exempt country. The exemption applies strictly to the country of manufacture; if the fabric is produced in a non-exempt country and routed through, say, the EU, the PSIC remains mandatory. An absent or invalid certificate at the bill-of-entry stage results in consignment detention and demurrage accumulation until the deficiency is rectified.
