  1. 1

  2. 2
If the consignment originates from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, the azo-dye testing requirement is exempted for those origins only. For all other countries, the PSIC or test report is mandatory and non-compliance renders the consignment liable to detention at the port of import.

A word of counsel

The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing extends to goods transshipped through an exempt country. The exemption applies strictly to the country of manufacture; if the fabric is produced in a non-exempt country and routed through, say, the EU, the PSIC remains mandatory. An absent or invalid certificate at the bill-of-entry stage results in consignment detention and demurrage accumulation until the deficiency is rectified.
