HSN 5408 24 13 (Rayon brocades) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the azo-dye exemption applies to all developed-country origins. The exemption list is closed and specific: nine named countries and the EU only. A consignment from any origin not on that list — including countries with comparable textile standards — arriving without a PSIC will be detained at port, attracting demurrage and ground rent until a compliant certificate is produced or the consignment is re-exported.
