Dyed woven fabrics of artificial filament yarn, other
HSN 5408 22 90 (dyed woven fabrics of artificial filament yarn) is subject to import-policy controls administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) import policy. A Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes is required under General Note 10 of the ITC (HS) policy, with an exemption available for specified exporting countries.

The most common error on this tariff line is assuming the azo-dye testing exemption extends beyond the nine listed countries. An importer sourcing from any country not in that list — including countries with bilateral trade arrangements or preferential tariff agreements — must present a PSIC or laboratory test report; absence of the document at customs examination results in detention of the consignment pending compliance, with demurrage and ground rent accruing at the port.
