Dyed woven rayon sarees of artificial filament yarn
HSN 5408 22 18 (Rayon sarees) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), under which all textile and textile articles require a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes. The PSIC must originate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, as mandated under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming that country-of-origin proximity to the exempted list confers an exemption: the nine listed countries are exhaustive, and a PSIC omitted on the grounds of a claimed but unlisted exemption will result in consignment detention at the port of import. Even for exempt origins, compliance with all other applicable General Notes of the ITC (HS) policy remains required, and the absence of the PSIC cannot be rectified after the vessel has berthed without triggering demurrage exposure.
