The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly once a supplier is in an 'approved' country, then failing to re-verify when a shipment transits through or is re-invoiced via a non-exempt country. The exemption attaches to the country of origin, not the country of export or the port of loading; a mismatch between the bill of lading origin and the PSIC origin will trigger detention and possible confiscation of the consignment at the bill-of-entry stage.
