HSN 5408 22 15 (Rayon taffeta) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. This obligation applies to all exporting countries except the nine notified exempt origins.

The most common error on this tariff line is assuming the azo-dye exemption is a blanket exemption from all pre-shipment testing. The exemption applies only to azo-dye testing and only for the nine listed countries; composition testing and other PSIC parameters remain required for all origins. Presenting a test report that covers azo dyes alone, without the full PSIC scope, routinely results in consignment detention at the port of import pending document rectification.
