The most common error on this tariff line is assuming that PSIC exemption status extends to countries not on the published nine-country list. The exemption is exhaustive — origin not on the list means a PSIC is mandatory, and a consignment arriving without one is detained at the port pending test results, attracting demurrage and ground rent. Secure the PSIC or test report before vessel departure, not at the port of discharge.
