Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. This is mandatory under General Note 10 of the ITC (HS) Import Policy for all textile and textile article imports.

  2. 2
If the consignment originates from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, the azo-dye testing requirement is waived; document the country of origin clearly on the bill of entry. For all other origins, the PSIC or accredited test report is non-negotiable and must be uploaded in e-Sanchit before out-of-charge.

A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption for listed countries extends to composition testing or other PSIC parameters — it does not. The exemption is confined strictly to azo-dye presence testing; all other hazardous-dye parameters still require a valid PSIC or TC/CSRTI test report regardless of the country of origin. A bill of entry filed without the requisite documentation is liable to detention and demurrage pending PSIC submission.

Frequently asked
Does HSN 5408 22 13 require BIS certification?
No, dyed woven rayon brocades are not covered by any BIS Quality Control Order. Import is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade, with a mandatory Pre-Shipment Inspection Certificate requirement for hazardous dye absence under General Note 10.
Which countries are exempt from the azo-dye testing requirement for this HSN?
Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only are exempt from azo-dye presence testing per DGFT Public Notice 14/2023 dated 14-06-2023; the exemption does not apply to any other origin.
Is a PSIC from the exporter's own laboratory acceptable at the bill of entry?
