HSN 5408 22 13 (Rayon brocades) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming the azo-dye exemption for listed countries extends to composition testing or other PSIC parameters — it does not. The exemption is confined strictly to azo-dye presence testing; all other hazardous-dye parameters still require a valid PSIC or TC/CSRTI test report regardless of the country of origin. A bill of entry filed without the requisite documentation is liable to detention and demurrage pending PSIC submission.
