HSN 5408 22 12 (Rayon jacquards) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10. The requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.

The most common error on this tariff line is assuming that an azo-dye test exemption for origin countries such as the EU covers all PSIC requirements. The exemption is limited to azo-dye testing only; the PSIC requirement for other prohibited hazardous dyes and composition parameters remains mandatory for all origins, including the nine exempt countries. Filing a bill of entry without a valid PSIC or TC/CSRTI test report invites consignment detention and demurrage while remedial documentation is sourced.
